EVALUATION OF AVAILABILITY AND QUALITY OF TELEMEDICINE CONSULTATIONS IN PEDIATRIC MEDICAL AID ADMINIS- TRATION (UPON THE RESULTS OF DOCTORS QUESTIONNAIRE SURVEY)

- In spite of the increased significance of telemedicine and the permanent rise of performed consultations there is no sufficient information upon this medical aid in children in different regions in the Russian Federation. Objective – to study expert opinions upon quality and availability of telemedicine consultations (TMC) in the administration of pediatric medical aid, problems of their application and possible ways of their solution. Material and methods. 455 doctors from 42 regions of all federal districts were questioned by special developed questionnaire. The obtained results were analyzed by the methods of descriptive statistics. Results and discussion. Practically all doctors know about telemedicine (99 %) and considered it to be available (75 %), the most part of them constantly use it in their work, Far Eastern federal district is proved to be the leader in telemedicine application frequency (81 %). The knowledge level of doctors in the sphere of TMC legal regulation is insufficient (35 %), and this fact is expressed in high frequency of the usage of non-protected communication canals for patient data transmission. After TMC the treatment tactics is frequently changed in the absence of the necessity in federal center hospitalization (in Ural federal district – 88,2% cases) and some recommendations for further examination of patients are suggested. At sufficiently high level of respondent satisfaction with quality and treatment results of TMC (59 % doctors were completely satisfied, 35 % – partially) many disadvantages were revealed, both objective (communication quality), and subjective («refusal from hospitalization», «difficulties in the application of official service for TMC – All-Russian centre of emergency medicine “Protection”, «insufficient response rate»). Conclusion. The obtained results demonstrated the important role of TMC in pediatric medical aid administration, its wide demand, availability, significance for patient treatment tactics. The revealed problems in TMC usage testified to the necessity of further development of definite measures for such medical aid optimization.
