PLANNING AND REALIZATION OF SCREENING PROGRAMS FOR EARLY DETECTION OF MALIGNANT NEOPLASM IN GYNECOLOGICAL SPHERE

- Objective – to evaluate the formation of contingent for active draw in prophylactic examinations for early detection of malignant neoplasm (MNP) of female genitalia. Material and methods. Complex study which included the analysis of legal documents for the regulation of volumes of prophylactic examinations in the frames of primary prevention of oncogynecological diseases was performed. Departmental statistic accounts (form No 131) for 2019 were analyzed in order to estimate the actual scope of female population of the city of Saint-Petersburg by prophylactic examinations. Results and discussion. The analysis results demonstrated that the planning standards of screening programs for early detection of oncogynecological diseases were not consistent both at federal level and regional one; that’s why the organs of executive power in the sphere of health care were not allowed to plan and to control the complete score of female population by such examinations in correct manner. Practical fulfillment of examination plan by Saint-Petersburg medical facilities was significantly behind the fixed plan volumes: in 2019 screening examinations were performed in 21,6% women only from among the planned, cytological research of scrapping from the cervix was fulfilled in 31, 8% only from the target value. Conclusion. Successful realization of state policy in the sphere of prophylaxis and early diagnosis of oncological diseases would be possible on the grounds of accurate planning of necessary resources and active draw of women in taking part in prophylactic examinations.
