PHYSICIAN FOR MEDICAL PROPHYLAXIS: GENERAL PROBLEMS OF PERSONNEL SELECTION

Abstarct

Actuality – there were several problems in personnel provision of medical prophylaxis system in spite of the priority of preventive measures in the sphere of health care management. Objective – to study the dynamics of personnel selection in the field of medical prevention in medical institutions of the Russian Federation and its regions from 2014 to 2017 and to determine possible causes of personnel deficiency in the field of medical prophylaxis. Material and methods. The indices of personnel provision in the field of medical prevention were analyzed according to Table 1100 of form № 30 in the Russian Federation, federal districts and regions in 2014-2017. Results and discussion. The provision of Russian population with specialists in medical prophylaxis increased greatly from 2014 to 2017 namely from 0,031 to 0,049 in 10000 adult population (more than 58,1%) but still it was rather low. The decreased making up the staff in the field of medical prophylaxis was noted from 73,2 to 64,0 (12,5%) at the background of enumeration of staff positions by 48,0% and that of occupied positions by 29,50%. The pluralism coefficient was decreased from 2,1 to 1,7 (by 19,9%). Conclusion. The obtained data testified to the deficiency of physical persons - medical personnel – the main workers on occupied positions - and the possible filling the office with doctors – pluralists of other specialties; it might be stipulated by the absence of specialty – «medical prophylaxis».
