ORGANIZATIONAL AND METHODOLOGICAL BASIS FOR THE FORMATION OF AN INTER-AGENCY INTERACTION MODEL TO TACTICALLY AND PROMPTLY RESPOND TO CHALLENGES IN THE REGIONAL HEALTH CARE SYSTEM (BY THE EXAMPLE OF THE IVANOVO REGION)

- To study the experience of inter-agency cooperation to tactically and promptly respond to challenges, and to introduce organizational and methodological foundations of its most optimal models are significant tasks of regional healthcare systems. The objective was to study the prerequisites and experience of inter-agency interaction for tactical and prompt response to challenges in the regional healthcare system (by the example of the Ivanovo Region). Material and methods. The investigation was conducted in 2021–2024 by studying the organizational and legal bases of the work of the Coordinating Council organizing the protection of the insured individuals’ rights while providing the Medical Care and executing the Legislation in the field of compulsory medical insurance in the Ivanovo Region. The legal method (the analysis of the clauses of legal acts governing the organizational framework and powers of the Coordination Council to ensure inter-agency interaction), documentary method (the study of protocols of the Coordination Council meetings, n = 51), and analytical method were used. Results and discussion. The article consideres the experience of one of the regions of the Central Federal District of the Russian Federation (the Ivanovo Region) in developing a model of inter-agency interaction for tactical and prompt response to challenges in the regional healthcare system. The article substantiates the need to develop a comprehensive information product for making and promoting systemic organizational and managerial decisions to accomplish the objectives and provide the indicators of regional projects, to develop regional healthcare, to improve the system of organizing medical care and assess its quality. The article analyzes the organizational, legal and structural bases of stakeholders interactions achieved by the activities of the Coordinating Council organizing the protection of the insured individuals’ rights in the Ivanovo Region. Conclusion. The Coordination Council organizing the protection of the insured individuals’ rights has a valuable organizational and legal support. Its structure includes key stakeholders and exclusive competence to form a comprehensive information product covering the main aspects of the problem (challenge), their causes and factors, the analysis of which completes a set of organizational and managerial decisions on tactical and prompt response. The activities of the regional Coordination Council organizing the protection of the insured individuals’ rights can be considered as an optimal model of collegial response to challenges in the healthcare system of a constituent entity of the Russian Federation.
